Homelessness in Finland

The Housing Finance and Development Centre of Finland (Ara), which was dissolved in February, conducted homelessness surveys from 1986 to 2025. In addition to the number of homeless people, the survey takes into account the different forms of homelessness and its distribution among various population groups, such as immigrants, young people, and women. The Centre for State-Subsidised Housing Construction will continue Ara's work from 2025 onward.

The data is collected from municipalities. Collected data reflects the situation at cross-sectional point (November 15th).
